Member Services Data Integration for a Federal Veterans Services Agency

Directed the current-state/future-state capability analysis behind a federal agency's veteran services data integration project, laying the architectural groundwork for a SOA-based service model.


Client Context

A federal agency serving military veterans needed to integrate member services data and processes that had grown up separately across different parts of the organization, as part of a broader initiative to modernize how veteran-facing services were delivered.

The Challenge

Before any integration work could begin safely in a federal environment — with its accompanying scrutiny, compliance requirements, and operational stakes — the agency needed a rigorous, well-documented understanding of what its current organizational capabilities actually were: roles, processes, data, and the technology tools supporting them. Moving straight to implementation without that groundwork risked building integration around an inaccurate picture of how the organization actually worked.

Approach

I directed the strategic and operational analysis effort for the agency's "Member Services & Data Integration" project, documenting current-state and future-state organizational capabilities across roles, processes, data, and technology tooling. This analysis, grounded in TOGAF and CONOPS (Concept of Operations) methodology, became the foundation for implementing a new SOA-based model for delivering veteran services — replacing siloed, service-specific data handling with a shared, service-oriented architecture.

Outcomes

The current-state/future-state capability analysis gave the agency a defensible, well-documented basis for its integration roadmap — critical in a federal context where architecture decisions need to withstand institutional and compliance scrutiny — and established the SOA foundation the subsequent veteran services implementation was built on.
